With the immense responsibility of managing more than 70,000 acres of water in northeast Oklahoma, the Grand River Dam Authority (GRDA) faces the constant potential crises. They needed a comprehensive communications plan that clarified responsibilities, policies and procedures and ensured preparedness in the event of a crisis.

What We Did

Through an in-depth review of GRDA’s most critical crisis communication needs, we identified 26 potential crisis scenarios, including natural disasters, accidents, public health threats and operational issues. For each of the scenarios we crafted a step-by-step guide of strategic communication messages in the form of notification checklists, draft media releases, draft social media messages and key fact sheets. We then trained the GRDA staff on the content of the plan and how to effectively implement it.


This user-friendly communications plan prepared GRDA with processes, procedures and messaging for 26 crisis scenarios, 11 detailed facility fact sheets and 14 key contact directories. The easy-to-follow guide enabled staff to effectively communicate with all stakeholders during a crisis.
